This is the real strange thing in Dubai. You are now allowed to use Skype. The moment you type www.skype.com in your Internet Explorer, this message will be displayed.But the message appear mislead you to think that this is Skype Server problem, because it show "The Web Server may be down . . ."
So those local people will never be able to use Skype, because you will not be able to download Skype software. How about foreigner who enter Dubai and already have the software installed? The answer is, "some time you can use". But most of the time you will not be able to use it, because you just can't sign-in.
I heard from some of the people in Dubai, they say Skype is barred because the Telco "Etisalat" wants to ensure their profit. If they allow Skype, then their business will be affected. For comparison, if I call back to Malaysia using mobile phone, per minute it cost me about RM12.00. If I were to use Skype, the cost is only about RM0.30. So you can roughly know how much profit the Telco is making.

It's also difficult to use skype here in Indonesia if you don't have a broadband internet.
yeah. But at least if you are willing to pay slightly more to get the broadband access, you will still be able to use it.
But in Dubai, you can forget it. Even you are willing to pay, still you can't use it.

When I receive the phone bill, I nearly fainted. The call charges is damn expensive. Initially, when we ask maxis, they told us RM4.75/min, but when we receive the bill, it is abt RM18++ per min.
Maxis said the remaining is charged by Telco in Dubai.

After travelling in Dubai (UAE) and in China, I found a software that unblock Skype and censored contents in some countries.
I know Skype is blocked or there is censor in the following countries : Belize, China, Columbia, Cuba, Jordan, UAE ...
After searching internet, I found a way to make calls and to access censored content in those countries using a VPN (Virtual Private Network).
How does it works ?
A VPN encrypte the data you send on internet to a US IP adress (tunnel). This way your Internet Services Provider can't detect you are using Skype or another VoIP software ! It allow you access to censored content and geographical locked contents (i.e: listening radio on pandora.com , watching TV streams for US residents, ...).
There is a lot of VPN softwares, the first I tried was VPNaccounts. I didn't like it because it took a lot of time for activation, it was expensive and helpdesk support was very slow.
A friend of mine who lives in Belize told me about another VPN software called Witopia personnalVPN.
Now I am using Witopia personnalVPN. It is easier to use (you just have to launch the software before launching Skype), faster and cheaper than all other VPN softwares I tried.
It costs 39.99$ and works perfectly.
